Iran–Russia Payment Integration: A Milestone in Cross-Border Financial Infrastructure

Iran and Russia officially launched an interconnected payment system on November 11, 2024, linking Iran’s Shetab and Russia’s MIR networks. This milestone—jointly implemented by the Central Bank of Iran and Informatics Services Corporation—marks a major advancement in cross-border financial infrastructure.

 

As a result of this integration, Iranian travelers can now make payments in the Russian Federation using their existing bank cards saved in mobile wallets. Powered by Kahroba (NFC) technology, the service enables in-store purchases, balance inquiries, and cash withdrawals in rubles at ATMs—without requiring new card issuance or incurring extra costs. This represents a significant step toward more accessible and user-friendly international payments.


Russian Tourists Can Now Pay with MIR Pay in Iran

Starting in early 2025, MIR Pay is accepted in Iran. Russian visitors can pay in select stores using their Android phones—quickly and securely via NFC.

PIN-less payments are supported for amounts under IRR 2,000,000, while higher-value transactions require PIN authentication. The service is designed to align with global payment standards, enhancing cross-border usability and user confidence.

The Strategic Contribution of SEP to Bilateral Payment System Implementation

Saman Kish Electronic Payment Company (SEP), one of the leading electronic payment service providers in Iran, has played a pivotal role in the implementation of Phase II.

SEP upgraded its point-of-sale terminals by enabling NFC-based transactions through Kahroba technology, allowing merchants to accept MIR Pay payments. This enhancement supports the modernization of Iran’s payment infrastructure and facilitates seamless financial interactions with international visitors—aligning with broader objectives of payment globalization.

How to Make a Payment with MIR Pay in Iran

To complete a payment using MIR Pay:

  1. Open the MIR Pay application on your Android phone.
  2. Hold your phone close to the merchant’s POS terminal to initiate a contactless payment via NFC.
  3. Wait for confirmation on the terminal screen. You will receive a receipt once the transaction is approved.
